I just made it through Living World Season 4, and while the dialogue was middle-school levels of cringe, the scenery, enemies and encounters were glorious. Excited to mount one of those cool Dragons, I started the Skyscale Quest Step 1. Go to 20 random locations in the map 'Dragonfall' and press 'Interact'. Uh, okay.
There is a 2-hour wait after the next collection of Eggs. And 2-hour waits between the other major collections. The 3-day wait is for feeding the baby skyscale (4 times a day for 3 days) and watching it grow. You say you want what you do to make a difference in the story; well, there it is. And, of course it is end-game content.

GW 2 Efficiency says 41% have skyscale, but that is a sub section of the player base that has an average of 2000+ game hours. I guess for Anet it is a nice metric. Whoever does skyscale without quitting is trapped in here till the server shutdown. Has anyone in here, who defends the skyscale requirements, played a decent game in the last decade?
Follow the Path of Fire story until you unlock the Springer. Play any Season 4 episodes you have unlocked until you gain access to the episode's map. Complete the War Eternal story to start the skyscale collections. Gather as much of the Season 4 map currencies as you can - you need 250 of each one.
The skyscale is literally the most overpowered, fun-deleting thing you can get if you're an open-world PvE player, and it's lengthy acquisition time makes sense for this particular game. It's important that this thing is held off from new players for as long as possible.
